Footpath parking

have an interesting one that I'm hoping someone may have seen before in "practice".

A regular group of riders meets for coffee in a fairly busy spot.
The shopkeepers (in general) don't mind because it brings between 20-100 riders in and lots of tourists who gawk at the pretty bikes.
To get to this spot involves a trip along a privately owned piece of concrete about 50M long. This concrete is the size of a large road. Call it a promenade.

Recently a member of the constabulary ("Mr Plod") has threatened to "do" any of these "bikies he finds parked there".
I suspect he will try and use RR288(1) which disallows riding on the footpath, except if allowed under 288(2).

Now, whilst bikes can park on footpaths due to RR 288(2) the rider must "drive on the footpath to enter or leave by the “shortest possible route”".

Does anyone have opinions / examples of similar situations?

Soo, why don't you hop off your bike and walk it along?

Without giving the location away, it's not practicable to wheel a bike the distances involved.

So why can't you give the location away?
I'm having trouble picturing what you're saying and using google street or such would make it so much easier.

Because negotiations may be underway. What I was after is anyones practical examples of similar situations and how they may have turned out.
