What are the rules and regulations (if any) in Victoria (if not nationwide) in regards to mounting bull horns, steer horns as an accessory on the hood or bullbar?

Here is an example, but Id consider a safer positioning, much less pointed, pointing up, or a bit further back, for safety and practicality.
Anyone know the law in regards to such fixtures?

Yes , Not allowed in Victoria ,I have first hand experiance with such ,I had fishing rod holders on my bullbar and was pulled over and given the option to remove them or cop a fine and canary ,the officer informed me it was illegal in vic to have any objects , particually sharp or pointed objects attached to the bullbar , so i did as asked and removed them then and there ,the officer thanked me for not causing him any paper work and went on his merry way

The antenna is fine. The horns are illegal. The trick is to make an antenna that looks like steer horns
