Can a cyclist perform a hook turn at an intersection with a 'No Right Turn' sign?

Cyclists can do a hook turn at any intersection unless there's a sign that prohibits it. Is a hook turn a right turn, and does the sign need to specify cyclists, so can a cyclist perform a hook turn at an intersection with a 'No Right Turn' sign?

Is this for your law exam, or is it a real-world problem?

Rule 35 seems to give cyclists the right to make a hook turn anywhere provided there is not a "no hook turn for cyclists" sign (rule 36). So the Rules differentiate between a right turn and a hook turn.

I do a hook turn from Flinders St eastbound onto Princes Bridge every single day which is no right turn
