The prosecutor never reads out the charge - they read out the summary of the offence when a defendant pleads guilt.
I can see how you got lucky - police sometimes withdraw a charge when they are sick of dealing with someone who has no clue about the legal system and is wasting their time.

It doesn't matter how blunt and honest you were; it's still not costs. You cannot be reimbursed for funds you have not expended. What you're talking about seems to be more akin to damages, for which I reckon you would need to file a separate action. And good luck suing a public body that was exercising a legislative power - I'm pretty sure that's virtually impossible.
