I have received my charge sheet and summons, is there a process where I can back out of going to court and pay the penalty? Or is it necessary to go to court and plead guilty?

You are being taken to court by an agency (police?).
They will not withdraw a case unless they made a dumb mistake, even then they might still proceed.
Plead guilty and ask for leniency.

The only way to back out of a court case is to plead guilty.
