Date of offence or sentence for interlock condition (Victoria)

I pleaded guilty to a combined drink and drug driving charge (offence date October 2016), sentenced and licence disqualification for 12 months in April 2018 (as a first drink drive offence). Between the offence date and disqualification date I received an infringement notice for exceed bac 0.05 - 0.69 in February 2017 which I didnt fight and understand is now a conviction. I had also pleaded guilty to exceed bac 0.05 - 0.69 in August 2017 (offence April 2017).

I am about to apply for licence eligibility order as my April 2018 disqualification period for my October 2016 offence has finished and I will get an interlock. Will I be treated as a first offender because my disqualification in 2018 was based on my 2016 (first) offence, or will I be a subsequent offender because I am up to three drink drives and cop four years?
