How is it they can remove seats on a train, which makes more people stand, yet we can't have 2 people standing on a Bus, Go figure.

Trains are involved in far fewer collisions than buses, and when they are in a collision trains don't often come to an abrupt stop.

Certain buses are not designed to carry or are licensed to carry standing passengers. Mini buses which is most likely what the article is referring too are never designed for standing passenger. It's good to authorities cracking down on illegal bus operators, generally they just under cut everyone that is doing the right thing.

The buses involved were mini vans which aren't allowed or capable of holding standing passengers and the the unrestrained passengers were sitting on the floor. No different to people sitting on the floor of cars really.
